1. Definitions

Domain is an area of the Internet hierarchical name space, which is denoted by a unique domain name, served by a set of Domain Name Servers (DNS), and administered autonomously by a Registrant. Each registered domain name is assigned to a single Registrant.

Domain Name Presentation (Presentation) is Domain name containing Latin letters, numbers and hyphens. Presentation is a result of conversion of the domain name by PUNYCODE (given in technical standards RFC-3490, 3491, 3492).

Registry is the central database of the SU domain, which contains information on the registered domain names and their Registrants, and other information required for the domain registration.

Registrar is a juristic person that provides services of domain name registration and ensures delivery of the necessary information to the Registry.

The Contractor - Joint Stock Company "RU-CENTER".

Customer - a person or a legal entity, which made an order to the Contractor to service.

Domain name registration means entry of the information about a domain name and its Registrant on the Registry by a Registrar following an Applicant's Application. A domain name is considered registered from the moment the information is entered on the Registry. The registration term, during which the information on a domain name is stored on the Registry, is one year. The registration of a domain can be repeatedly renewed for another year.

Registrant is the person in whose name the domain is registered. The Registrant defines the rules and order of using the domain name, is responsible for selecting the domain name and for possible infringement of the rights of any third party in connection with the selection and use of the domain name, and is liable for the costs of such infringements.

Administration of a domain means definition, by the Registrant, of the rules and order of using the domain name, and management and technical support of the domain operation.

Cancellation of registration (release of a domain name) is removal of the information on a domain name and its Registrant from the Registry.

Domain delegation is placement and storage of the information about a domain name and its domain name servers (DNS servers) on the root DNS servers of the SU domain, which enables the operation of the domain on the Internet. The delegation of a domain is only possible during the registration term of the domain.

Application (Order) is a request of an Applicant to the Contractor which is made on a form given by the Contractor and contains the information required for the registration (renewing the registration) of a domain name.

Personal account of a Customer's Agreement is a record of the Customer's payments to the Contractor as a Registrar, as well as the Customer's expenses for services provided by the Contractor. Any payment made by a Customer is added to the Personal account of their Agreement after the money has been credited to the Contractor's bank account and the Contractor has received from the bank a document identifying the payment.

Funds Allocation (on Customer's personal account) - reservation of a sum of money on the Customer's personal account for its further withdrawal for service delivery or renewal. The funds allocated for service delivery or renewal may not be used for other services payment.

Electronic payment system (e-payment system) is a system represented by software and hardware infrastructure, to settle financial transactions between the Customer and the Contractor via Internet.

Terms and Conditions - Terms and Ñonditions for Domains Registration in SU TLD, approved by the Foundation for Internet Development and published on its official web site http://www.fid.su/su/registration/rules/.

2. General

2.1. The Contractor provides services of domain name registration under the authority of the contract No-01/FID-REG dated October 1, 2001, between the Contractor and the Foundation for Internet Development (hereinafter - Foundation). The Contractor is a Registrar authorized by the Foundation to register domains.

2.2. the Contractor provides services to a Customer that has registered on the Contractor's database. The Customer is responsible for selecting and registering individual administrative and technical passwords during the registration on the database, for securing their confidentiality, and for all actions that involve using the passwords.

2.3. The Customer agrees that any information the Customer provides by filling in applications and other documents, including those in an electronic form, under sections of these documents marked as "open", will be placed by the Contractor on the search engines and will be open to the general public. A list of the information that is bound to be published and published with the Customer's consent, can be found at the Contractor's web server.

2.4. The Customer and the Contractor acknowledge the legal effect of notifications and messages, sent by the Contractor to the Customer's e-mail addresses, specified by the Customer in the Service Agreement and other documents. Such notifications and messages are equal to messages and notifications in writing, sent by the Contractor to Customer's mail addresses. The Customer and the Contractor, in case of any disagreements concerning the facts of sending and receiving messages, the time of sending, contents of the messages, agreed to consider evidences of the Contractor's archive service binding and definitive for settlement of disputes between indicated parties.

2.5.  An Order for a service indicates that the Customer agrees to pay for the service at the price effective at the date the processing of the Order begins.

2.6. A service of registration of a domain is deemed provided from the moment the information on the domain and its Registrant is entered on the Registry.

2.7. A service of renewing the registration of a domain in the SU domain is deemed provided from the moment the information on the renewal is entered on the Registry. The domain registration is prolonged on 1 (one) year from earlier installed date of completions a term of registrations.

2.8. The Contractor shall inform the Customer on the fact of rendering the service by an e-mail sent to the Customer address. If the motivated Customer's objections set forth in simple language in writing and sent by mail service failed to reach the Contractor's address within 15 (fifteen) calendar days from the date of the abovementioned Contractor's e-mail, the service rendered to the Customer by the Contractor is considered to be accepted by the Customer.

2.9. The form of any official letter is set by the Contractor. The letters should be sent to the following address:

2.10. The Customer shall follow requirements of Terms of Use which are available at the Contractor's server http://www.nic.ru/about/en/servpol.html. The Customer agrees that he could be affected by consequences of actions applied by the Contractor for prevention of the adverse effects of third party activity impairing the operation of the Contractor Service system. In its actions the Contractor follows provisions of Terms of Use and guarantees its efforts for the minimization of such adverse effects to Customer.

3. Registration and Delegation Terms

3.1. Registration Terms

3.1.1. The Contractor registers a domain name upon receipt from the Customer an Order which is ready to be processed in accordance with paragraph 4.3 of this Schedule.

3.1.2. A domain name cannot be registered or a domain name registration can be cancelled in any of the following cases:

3.1.2.1. The domain name has already been registered.
3.1.2.2. The domain name does not meet any of the following requirements:

- a domain name or its presentation ends in .su characters; preceding part of a domain name or its presentation must contain from 2 to 63 characters beginning with and ending in a character from the Latin alphabet or a digit; letters, digits and hyphen may be used in other positions in-between;
- when decoded using PUNYCODE, the presentation is seen as a domain name consisting of letters that belong to only one of the used UNICODE tables; numbers and hyphens can also be used. In this case, the converted domain name starts and ends with a digit or a letter being a part of the applicable character set. UNICODE tables are published on the site https://www.tcinet.ru/su/ver2_unicode.php;
- the domain name must not contain words that are inconsistent with the public interest, principles of humanity, and public morals (in particular, obscenities and appeals of violent nature that offend human dignity or religious feelings etc.).

3.1.2.3. Subject to the sections 3.3.3 and 4.9 hereof.

3.1.2.4. The domain name is enlisted into reserved domain names published on www.fid.su -web server of SU Sponsor - the Foundation for Internet Development.

3.1.2.5. The Customer fails to meet the Terms and Conditions.

3.2. Delegation Terms

3.2.1. A domain may only be delegated after receiving positive results of a validity check on the domain name servers (primary and secondary DNS servers) that, as specified by the Customer, hold the configuration files of the domain.

The DNS servers specified by the Customer must have reliable connection to the Internet. A "reliable connection" implies that the total time for which the server is not connected to the Internet does not exceed two hours a day. These servers must be maintained in conformity with the requirements of the international standards RFC-1032, RFC-1033, RFC-1034, RFC-1035 and RFC-1591. If positive results of the validity check on the domain name servers are not received within 4 (four) days, the check is ceased. The procedure of testing the DNS servers can be initiated again by the Customer using the Contractor's web interface.

3.2.2. The information on domain name servers must correspond to the current state of the network.

3.2.3. In the case of any breach of the provisions in paragraphs 3.2.1 and 3.2.2 of this Schedule, the Contractor may stop the delegation of a domain at any time during the registration term. The delegation can only be resumed after the breach is corrected.

3.2.4. The domain name may be suspended due to the reasons established by the Terms and Conditions.

3.3. Special provisions

3.3.1. All data provided by a Customer at the signing of the Agreement and registration on the Contractor's database must be factual. If a Customer submits false information the registration may be terminated (the domain vacated).

3.3.2. If there is any doubt about the authenticity of data provided by a Customer for the registration of a domain, the Contractor may demand confirmation of the data and/or request additional information during the entire term of the registration. Such requests are sent via e-mail to the Customer's contact address specified in the Agreement.

3.3.3. If the previously provided information is not confirmed and/or additional information is not provided within the period specified by the Contractor in the relevant request, the Contractor may

a) reject Customer's application for new domain name registration;
b) suspend the delegation of the Customer's domains;
c) reject Customer's application for domain name renewal;
d) reject Customer's request for domain name transfer to another person or request for domain name transfer to another Registrar.

The said restrictions could be canceled within 3 (three) working days after receiving the required information.

If the required information is not provided within 60 (sixty) calendar days from the moment of suspending the Contractor is entitled to cancel registration of the Customer's domain names.

3.3.4. To transfer a domain name to another juristic or natural person, to transfer a domain name to another Registrar, to cancel a domain name registration upon the Customer request the Customer must provide the Contractor with documents which are published at www.nic.ru web-server appropriate sections. All Customer identifying data specified in the provided documents must be identical to the data specified by the Customer while registering in the Contractor's database.

3.3.5. Cancellation of domain name registration before registration term is expired

3.3.5.1. The registration of a domain is terminated before the expiry of the registration term in the following cases:

a) by reason of the Registrant's written request with the exception of cases described in 3.3.5.2 section of this Schedule;
b) Subject to the section 3.3.3 hereof;

c) by reason of an effective court order:

- which finds that the administration of the domain by its Registrant breaches the plaintiff's rights;
- and/or prohibits the use of a designation belonging to or licensed to the plaintiff in the domain name.

In such cases, the person whose rights the court has found infringed is given priority in registration of the vacated domain. To make use of the prerogative, the person should send a written request to a the Contractor's address no later than 60 (sixty) calendar days after the court order becomes effective.

d) Subject to the section 3.1.2.

3.3.5.2. A domain name registration is not cancelled upon the Customer request if a domain name is within 60 (sixty) calendar days after being transferred from another juristic or natural person or after being transferred to the Contractor from another Registrar.

3.3.5.3. The domain name may be suspended due to the reasons established by the Terms and Conditions.

4. Order Processing

4.1. Customers place Orders for new services using the Contractor's web interface. The forms for the placement of Orders can be found at the Contractor's web server: http://www.nic.ru

4.2. An Order for a new service can be cancelled by the Customer at the Contractor's web server in the section "Manage your account" (link "Processing queue, order removal") before the processing of the Order starts.

4.3. An order is processed if the funds in the Personal account of the Agreement are sufficient to pay for all services of the Order. Any Order that cannot be processed within 3 months will be deleted.

4.4. If there are several complete Orders for the same service from different Customers, such Orders are processed on a first-come basis.

4.5. Different Orders for new services from a single Customer are processed on a first-come basis. The sequence in which the Orders are processed can be changed at the Contractor's web server in the section "Manage your account" (link "Processing queue, order removal").

4.6. During the period of funds allocation to the Personal account of an Agreement for a renewal of a service, an Order for this renewal has priority in processing over any Orders for new services placed by the same Customer. The Customer has to submit the data necessary for providing the service within the term, specified by the Contractor.

4.7. the Contractor examines Orders for the compliance with the conditions set forth in this Schedule. During the period of examination of an Order the Contractor may request the Customer to provide additional information required for the examination.

4.8. the Contractor's decision to register a domain or to refuse the registration will be based on a reason provided for in this Schedule and the Terms.

4.9. If there is any doubt, for a reason specified in this Schedule, whether the registration of a domain is possible, the Contractor may suspend the registration of the domain for a period of 15 (fifteen) days. After that the Contractor must register the domain or issue a reasoned refusal of the registration.

4.10. In there is a reason for the refusal of registration the Contractor will inform the Customer about the impossibility of the domain being registered and the reason for this refusal.

4.11. A decision about registration, refusal of registration, or registration suspension is sent to the Customer within 2 (two) working days from the moment the processing of the Order begins.

5. Registration Renewal

5.1. Renewing the registration of a domain ensures storage of the information about the domain on the Registry for a period of one year.

5.2. The fact that a Customer has not cancelled a renewal of the registration of a domain confirms the Customer's consent to the provision of the service of renewal and to the debiting of the Agreement's Personal account for the renewal. The Personal account of a Customer's Agreement is debited according to Section 6 of this Schedule.

5.3. Renewal procedure

5.3.1. An Order for renewing the registration of a domain is placed by the Customer automatically two months prior to the end of the registration term. At the same time, the Contractor gives the Customer notice of the necessity to renew the registration at the contact e-mail addresses specified in the Customer's Agreement.

5.3.2. The registration of a domain will be renewed by the Contractor if the funds in the Personal account of the Customer's Agreement are sufficient to pay for the service of renewal and if the Customer has not cancelled the renewal.

5.4. A Customer may cancel a renewal of the registration of a domain at the Contractor's web server in the section "Manage your account" (link "Renew services") before the service of renewal is provided. After that the Customer will still be able to consent to the renewal at any time within thirty (30) calendar days after expiration.

5.5. The Contractor suspends the delegation of a domain if the registration of the domain name is not renewed by the Customer before the registration term ends.

If the domain name renewal is paid within thirty (30) calendar days after expiration and Customer does not decline renewal order, the domain name registration term is extended for 1 (one) year from expiration date and the domain is reactivated within 2 (two) business days after the payment received.

5.6. The Contractor terminates the registration of a domain if it is not renewed by the Customer within 30 (thirty) calendar days from the date the registration term of the domain ends.

5.7. A domain name registration is not extended by the Contractor subject to the section 3.3.3 hereof and for the reasons established by the Terms and Conditions.

6. Service Payment

6.1. The cost of the Contractor's services is specified in the Service Agreement.

6.2. The Contractor keeps a record of a Customer's payments and the services provided to the Customer, according to the actual prices of these services, as the Personal account of the Customer's Agreement. Any payment made by a Customer is added to the Personal account of their Agreement after the money has been credited to the Contractor's bank account and the Contractor has received from the bank a document identifying the payment.

A Customer can access the information on the Personal account of their Agreement at the Contractor's web server in the section "Manage your account" (link "Account balance").

6.3. Invoicing

6.3.1. The Contractor will invoice a Customer upon receiving an appropriate request from the Customer. The request for an invoice is made by the Customer at the Contractor's web server in the section "Manage your account". On condition that the Customer has signed an Agreement with the Contractor, the original of the invoice will then be sent to the Customer by post:

- within 3 (three) working days after the Contractor receives the Customer's request for the invoice - if the Customer is a juristic person;

- as requested by the Customer - if the Customer is a natural person.

A copy of an invoice can be printed by the Customer at the Contractor's web server in the section "Manage your account".

6.3.2. A Customer has to put the number of their Agreement with the Contractor in the "Payment Subject" section of any payment document prepared by the Customer.

6.4. Customer's Money Reservation

6.4.1. The Contractor provides a Customer with a service after reserving (allocation) sufficient money in the Personal account of the Customer's Agreement. Money that is allocated for a service cannot be used to pay for another service.

6.4.2. If money is allocated to pay for service renewal, the Customer can release the funds by cancelling the renewal. Money may be released before the renewal service is provided to the Customer.

6.4.3. The funds for two or more new services of domain registration ordered by the same Customer are allocated in the sequence in which the Orders for these services are placed.

The sequence in which Orders for new services are processed can be changed by the Customer at the Contractor's web server in the section "Manage your account" (link "Processing queue, order removal"). If a Customer changes the sequence in which the Orders for new services are processed, the funds for the new services will be allocated in this new sequence.

6.4.4. The funds for a new service may only be allocated after funds reservation for renewing all Customer's services, whose renewal requires such reservation immediately and has not been cancelled by the Customer (funds allocation for renewing any existing service is of higher priority than funds reservation for any new service).

The period of funds reservation for a service, as well as the rules of this reservation, are specified in the Schedule governing the service.

6.4.5. The funds for renewing two or more services of domain registration ordered by the same Customer are allocated in the sequence in order expiration date (the funds for a service whose term expires earlier are allocated on a first-priority basis), unless if otherwise specified by the Customer using e-payment systems. In this case the service renewal procedure will be established by the Customer as scheduled by the e-payment systems.

6.5. The funds for renewing a service of domain registration are allocated automatically by the Contractor in the Personal account not earlier than 8 (eight) calendar days before the term of the service ends, if the Customer has not cancelled the renewal.

The funds for renewing a service of domain registration are automatically withdrawn by the Contractor from the Personal account not earlier than 1 (one) calendar day before the term of the service ends, if the Customer has not cancelled the renewal.

6.6. On the Customer's initiative funds allocation and withdrawal from his/her personal account for domain name registration renewal can be executed by the Contractor before the terms specified in the paragraph 6.5 of this Schedule, but not earlier than 2 (two) months before the registration expires. In such case funds allocation and withdrawal is made within 24 hours since the Customer's consent to pay in advance for domain name registration renewal is received by the Contractor. The Customer can confirm his/her agreement for ahead of schedule renewal payment on the Contractor's web-server in the section "Manage your account" (the link "Services renewal").

6.7. Upon termination of an Agreement, or if a Customer provides reasons why the Customer cannot use the Contractor's services, the remainder of the Customer's money is returned to the Customer by bank transfer to the Customer's account at any bank in the Russian Federation. The Contractor will take all actions that are necessary for the return within 10 (ten) working days from the date the Contractor receives the Customer's written request with full information on the payee's bank account.

6.8. There will be no refund of the fee for any unexpired period of a cancelled domain name registration.

6.9. Customer's obligations for services payment will be deemed unexecuted, if he (she) made a refund upon the request of the payment system by which the Customer paid for the service. In this case the Contractor is entitled to suspend the service for the Customer since the moment of refund, and use the domain name at its own discretion.

7. Data Update

7.1. Updating DNS servers

Any updates may be introduced at the Contractor's web server in the following sequence:

- log into the section "Manage your account",
- select "Review and update data" in the section "Services",
- find the service whose parameters are being modified,
- choose necessary link on the column "Modify parameters",
- making necessary changes,
- and saving the changes.

7.2. Updating Registrant's Data in the Registry

The Registrant's data in the Registry are updated by modifying the data in the Registrant's Agreement with the Contractor.

The Customer's identification data in the Registry will be automatically updated within 2 hours since modification of the Registrant's data in the Agreement with the Contractor.

7.3. Updating a Customer's data in the Agreement

The Customer's contact and identification data (hereinafter referred to as Customer's data) in the Agreement with the Contractor may only be modified after the Order for registration of the domain has been successfully processed. The Customer shall thereby ensure the authenticity of any data provided as part of the Agreement.

7.3.1. Updating Customer's Contact Data

The Customer's contact data are: telephone number, fax number, e-mail addresses, postal address. Any updates are initiated at the Contractor's web server by:

- log into the section "Manage your account",
- select "Update information" in the "Contract" menu,
- make appropriate changes, and
- save the changes.

The Customer's contact data updates will take effect within 1 (one) hour since their introduction

7.3.2. Updating Customer's Identification Data

The Customer's identification data are: company name, legal address, individual taxpayer number, first name and surname, passport data, date of birth.

Identification data are updated through an official letter from the Customer to the Contractor. The form of the letter is available at the Contractor's web server.

Identification data are updated by an official letter from the Customer to the Contractor upon identification of the Customer by the Contractor and on availability of appropriate documents acknowledging the update. The letter form is available at the Contractor's web-server.

The Contractor, upon receipt of such a letter from the Customer, shall update the Customer's identification data in the Agreement within 2 (two) working days and notify the Customer thereof.

7.4. Customer's Data Update to Display in Search Engines

7.4.1. Update of Customer's Identification Data

If a Registrant is a natural person, his/her identification data are concealed from public in search engines. If such, field "person" will display "Private Person" inscription.

7.4.2. Update of Customer's Contact Data

The Registrant may specify contact data other than those specified the contract with the Contractor (telephone number, fax number, e-mail address) to make them available to public.

For any updates to the Contractor's web server:

- log into section "Manage your account";
- select "Review and update data" in menu "Services";
- find the service with the parameters to be modified;
- choose necessary link in column "Modify parameters";
- make necessary changes, and
- save the changes.

The data in the Registry will be automatically updated within 2 (two) hours upon making appropriate modifications in the contact data.

8. Domain Transfer

8.1. A domain name is transferred to another individual or legal entity on the basis of an notification from the Registrant to the Contractor. Sample notifications (letters) and requisite documents for domain transfer are available at the Contractor's web server.

8.2. If the Contractor receives a notification (letter) from the Registrant requesting a transfer of the domain to another individual or legal entity, as well as a confirmation from the individual or legal entity to become the Registrant of this domain, in the form set by the Contractor, the Contractor will transfer the domain within 2 (two) working days and give the previous and new Registrants an appropriate notice. At the Contractor's discretion this term could be extended till 30 calendar days.

8.3. Transfer of a domain name to another individual or legal entity does not effect the term of the registration.

8.4. A confirmation to become the Registrant from the person, issued in the form set by the Contractor and received by the Contractor from this person, shall be deemed as a consent to fulfill the terms and provisions of this Schedule.

8.5. The Contractor has the right to nullify the domain name ownerchange providing that the Contractor has sufficient cause for it.

8.6. A domain name transfer to another Registrant is not provided by the Contractor:

a) subject to the section 3.3.3 hereof;
b) within 60 (sixty) calendar days after being transferred from another juristic or natural person or after being transferred to the Contractor from another Registrar;
c) for the reasons established by the Terms and Conditions.

9. Registrar Transfer

9.1. Domain name transfer from another Registrar to the Contractor

9.1.1. The responsibility to enter information about a domain name and its Registrant on the Registry can be transferred to the Contractor from another Registrar through an official letter of the Registrant to the Contractor. An official letter from the Registrant is consent to enter into new Registration Agreement with the Contractor and to the full terms and conditions of this Schedule. The form of the letter is given at the Contractor's web server. A transfer can also be done by a notification in the form set by the Contractor.

9.1.2. If the Contractor receives from the Registrant an official letter or a notification in the form set by the Contractor notifying the Contractor that the responsibility to enter information about the domain name and its Registrant on the Registry is being transferred from another Registrar to the Contractor, the Contractor will take all actions that are necessary for the transfer within 2 (two) working days and give the Registrant an appropriate notice at the contact e-mail addresses specified in the Agreement.

9.2. Domain name transfer from the Contractor to another Registrar

9.2.1. Domain transfer from the Contractor to another Registrar is made via Registrant's written request. Registrant's written request is a submittal to the Contractor of a form issued as per the requirements outlined on the Contractor's web server, or button click in the "Manager your account" section of the Contractor 's web server to acknowledge the Registrant's consent.

9.2.2. If the Contractor receives Registrant's written request about domain support from the Contractor to another Registrar, the Contractor, upon Registrant's identification procedure, will take all-out actions for the transfer within 2 (two) working days and give the Registrant an appropriate notice at the contact e-mail addresses specified in the Agreement. At the Contractor's discretion this term could be extended till 30 calendar days.

9.3. A domain transfer is considered completed after the information on a domain name Registrar in the Registry is changed. A domain transfer to another Registrar does not effect on term of registration.

9.4. The responsibility to enter information about a domain name and its Registrant to the Registry is not transferred from the Contractor to a new Registrar subject to the section 3.3.3 hereof and for the reasons established by the Terms and Conditions.



10. The Contractor - the Partner Transfer Interface

10.1. A Customer may receive the Contractor's services from the Partner.

10.2. A Customer can transfer the responsibilities to provide a Customer with the Contractor's services of domain name registration and renewal
- from the Contractor to the Partner
- from the Partner to the Contractor
by submitting an official document or by submitting request using the Contractor's web-server, section "Manage your account" ("Contract"). Such an official letter or a request from the Registrant is consent to enter into new Registration Agreement with the Contractor and to the full terms and conditions of this Schedule.

10.3. If the Contractor receives such an official letter from a Customer, the Contractor will transfer the responsibilities specified in paragraph 10.2 within 2 (two) working days.

If the Contractor receives such an official document from a Customer, the Contractor will transfer the responsibilities specified in paragraph 10.2 within 2 (two) working days.

If the Contractor receives such a request from a Customer, the Contractor will transfer the responsibilities specified in paragraph 10.2 within one hour from the moment of receipt request.

The Contractor notifies the Customer and the Partner about changes to e-mail addresses specified in the Agreement.

10.4. From the moment the responsibilities specified in paragraph 10.2 are transferred from the Contractor to another person, the contractual relations between the Contractor and the Customer are temporarily ceased. From the moment the responsibilities specified in paragraph 10.2 are transferred from the Partner to the Contractor in accordance with the Contractor rules, the contractual relations between the Contractor and the Customer are resumed.
