Adding Whois Privacy for TEL

For TEL TLD, Whois listings enable to hide contact data (Administrative, Technical Contact and Registrant address, email, phone), using "Whois opt out" option in the "Manage your account" section or in course of domain registration.

If option "Whois opt out" is enabled, publicly viewable Whois listings will display name and surname instead of Registrant's contact data.

If option "Whois opt out" is disabled, Registrant, Administrative, Technical Contact fields will display Registrant's Whois data records.
